[Geojson] Making a 1.1 roadmap

Dear all,

Let's make a simple roadmap for getting to 1.1. I propose we spend a
week or so dumping ideas into
https://github.com/GeoJSONWG/geojson-spec/wiki/Scope, some time after
that forming a consensus among authors on which items we'll take on
for 1.1, elaborate on the the proposals in the wiki, fork and revise
the spec, and then get consensus on whether they get merged for 1.1,
deferred, or rejected. Is Oct 31 too early a date for a first cut of
revision proposals and fixing the scope?
