[GeoJSON] GeoJson in OWS Testbed 5?

I asked, and got this in reply:

A draft of the RFQ will be posted to pending documents before the Ottawa
meeting.

One purpose is to get TC inputs.  It would be good to have json
discussed in a WG and comments sent to Raj, OWS-5 Director.

As the RFQ is a competitive process, we are unable to discuss specifics
one-on-one.

The draft appeared a while ago, but I'm getting repeated access denied
messages from the OGC portal.  If I ever get it, I'll update the list.
