[GeoJSON] Antimeridian Cutting

Hello,

I've taken over as a developer on the GeoJSON.Net
<https://github.com/GeoJSON-Net/GeoJSON.Net> project, it's basically a .Net
parser for GeoJSON.

I'm going through RFC 7946 and making sure that our project is correct to
this spec and I was wondering if anyone could tell me if the onus should be
on the parser to check for correct antimeridian cutting and fail if not
correct or if our parser should just accept the corrdinates as is and let
the system using the parser worry about antimeridian?!

Any direction or thoughts on this would be great.
