[GeoJSON] topojson spec

Hey, thanks for getting this started. I agree TopoJSON needs a more formal
specification and I appreciate your help.

I’ve created a place for us to work on it, and anyone else on this list is
welcome to participate. Just let me know and I’ll add you to the
organization:

One of the things I’d like the specification to cover is TopoJSON without
quantization (and in this case, without delta-encoding). This would make
TopoJSON more suitable for an archival format, without the information loss
that quantization currently brings, rather than just a wire format.
