[Geojson] Oct 31 proposal milestone approaching

Dear all,

We don't yet have any serious proposals to change the specification.
If you've got one, please make a wiki page for it and link to it very
soon from the Scope page:
https://github.com/GeoJSONWG/geojson-spec/wiki/Scope. If we don't have
anything by Oct 31, let's agree that no changes to the spec are needed
at this time and move on to other things.
