The only "widely used" GML Application Schema using GM_Arc and GM_Circle (and GM_CubicSpline) that we have come across is the German AFIS-ALKIS-ATKIS "AAA-NAS".

I'm sure there are others that are not in our user community.

As far as how systems deal with this, I imagine that this is entirely system-dependent.
