[Geojson] Wrapping up

Dear all,

We had a number of rough ideas (16 bullets on
https://github.com/GeoJSONWG/geojson-spec/wiki/Scope) for spec
changes, 2 that were fleshed out as proposals, and 0 accepted. Unless
anyone has a good case to make for holding our attention together on
the specification, I recommend that we not update the document and
leave it as is. I'd like the 1.0 spec authors to vote for (+1) or
against (-1) closing down this round of revision. +1 from me.
