[GeoJSON] RFC-001 vote

I initially voted for RFC-001, but after reading RFC-2, I really like it a lot better.
I've been lurking on this list and reading the emails since I was told about it after trying to roll my own GeoJSON.
I really appreciate all the work & though you all have put into this.
