[GeoJSON] topojson spec

This might not be the right place to discuss a TopoJSON spec, but it's
probably the right place to start the discussion.

TopoJSON fills a need but as places (i.e. github) start using it it's lack
of real spec has become a bit of a problem.

Issue on github *https://github.com/mbostock/topojson/issues/96 *

Mike Bostock made one but you can't impliment geojson to topojson
convertion from it alone, you have to delve into the source code:
