There is clearly a widespread desire to use WGS84 coordinates that are
ordered as lon, lat.  Does it make sense (or is it even possible) to
simply request that EPSG or OGC define this as a new CRS (getting its
own unique identifier), which could then be publicized amongst the
geoweb community?
